[Physics] Arguments for or against the variable time

These clocks do not exist in each other's neighborhood such that a mechanism exist that keeps them synchronised by exchange of information. Left on its own a clock need not keep in sync with other clocks. What other mechanism than a universe wide stepping mechanism can keep them in sync?
For a similar reason it is quite incomprehensible that reality does not turn into complete dynamical chaos.
